Follow the road leading South until you cross over a river.  A short way Southwest from the bridge (on the road) is the corpse of Hekleniel’s assistant.  Pick up the cogwheel nearby and return to where Hekleniel was waiting.

This will be awesome, no, INCREDIBLY awesome. I’d be inclined to say that this will be the epitome of awesomeness, but I don’t want to brag about the revolutionary invention I made.
