Well, a letter like this is not enough evidence on its own. Retga was in agony when he wrote it. Maybe his mind was already clouded. Why don't you visit his brother Keltar? Who know, maybe you'll find some more evidence there.
Leave the building where the village doctor is and head east. Just outside the Village Elder’s house Keltar, Retga’s brother and the one supposed to have murdered him, is standing.
Talk to him and he will suggest you provide him with an alibi – for which he will pay you.
Well, okay, you've found me. And yes, I've whacked my idiot brother - so what? You don't care about that, you only care about your reward, right? So how about a deal? I'll double whatever reward you would get for my capture, in return you will think up a story which will prove my innocence.
You can now talk to him again for the next quest, Easy Money.
