Detailed Walkthrough
Upon entering the Carnach Caves underneath the Seraphim Tower follow the path until you reach the portal, activate it and then continue on until you find the Bounty Hunter just outside an empty prison.
The bounty hunter tells you that there are two types of dragons in the world, settled ones who protect their lairs and roaming ones and its the settled ones he is afraid of. Apparently one such dragon holds humans in slave camps, however 20 were recently freed by a guy called "Blackhammer" You decide to help him find them incase the reward from the dragon Ordaurcil is large. He gives you a magic amulet to control the slaves with.
The first set of humans is just around the corner. Follow the path around and take control of the humans with the amulet (talk to the one with the !?), you will be able to tell that they are enslaved again by the pale grey/white ring around their feet. Then continue on to find the next set of slaves.
Again, talk to the humans to control them with the magical amulet. Thats five down, fifteen to go.
Once again, follow the path to find and capture two more humans. Seven down now.
And again, more humans to capture, 3 this time at the end of the path, 10 in total.
Again, two more humans, 12 down.
3 humans this time, 15 down, only 5 left.
Again, 3 more slaves, that only leaves 2 to find.
Finally, the last two slaves!! After all that walking involved in finding them I suggest feeding them to the dragon! Speaking of whom, it's now time to go and talk to Ordaurcil.
After not too much walking you will reach the dragon. I would suggest killing all the enemies around him before speaking to him so they dont kill you while you talk to the dragon.
Unfortunately, Ordaurcil is rather a rude dragon and tells you to sod off. He then scoffs at your request for a reward and says your reward will be to be eaten fast. Therefore you must kill Ordaurcil. Take care, he is a dragon and is tough to kill and can hit extremely hard.
By killing the dragon you have easy access to a dragon scale, foolish being. Did he really think he could stand up to your might? Now go speak to the cowardly bounty hunter who did nothing of use in the fight.
The bounty hunter says that there is another dragon nearby that needs a similar service done for it and who is friends with Mer-Kil. Hopefully by helping him out you'll be able to meet Mer-Kil. So head out for, this time, a long walk to find the dragon Nimdruail.
It seems some human slaves (his dinner) have escaped from Nimdruail and he wishes for you to kill them in response for their actions. So, human hunting again it is.
Inside the cave, the 9 escaped humans are waiting for you to slaughter them in varied inhumane ways...I mean quickly and painlessly. Then return to the cave entrance to speak to Overseer Aetzel.
Aetzel tells you that there is a human settlement nearby that will be able to fashion the dragon heartscale you have into an amulet of protection. They will also know which path you should take to find Mer-Kil. SO head back out of the cave and on to the settlement.
Once there, speak to the Outpost Commander. He tells you where the dragon Mer-Kil is located and takes the heartscale from you to make the amulet of protection since you agree not to tell the dragon where they are hidden. Thus completing the quest Fire, Brimstone and Dragon Scales. Collect your Dragon Scale Amulet and then head west to the next quest marker to find Mer-Kil and begin the next quest, The Oldest of the Immortal.
