Once you have killed Keltar, the Town Guard tells you that there is a monetary reward. But you'll have to travel to Thylysium to collect it. Once you reach the Paymaster and collect your reward, he will explain that many small towns and villages cannot afford their own treasuries so they pool their money together and keep it at the capital for expenses like bounties.
