You'll find Stephen Upstart hanging outside of a house in Griffinborough. Once you give him the letter from his brother he becomes very excited (gold does that to people) and promises to to get all the paperwork his brother Martin needs for his new mining operation. While you don't get a stake in the claim, Stephen will reward rather nicely for this easy task.
