You can meet this Inquisitor in The Sleepy Badger only if your character is not an Inquisitor himself. He appears to be one of the customers. But it doesn't look like he is just enjoying his free time. You may talk to him, though he isn't very friendly. He is waiting for someone, at least he says so. If you start the Inquisitor's single campaign, you'd find out, whom he was waiting for.

- Inquisitor - the Sleepy Badger can be located in The Sleepy Badger and only if your character is not an Inquisitor.
Quests
Though he has a main quest marker above his head, he isn't connected to any quest.
Notes
- He may be not visible on the map until you enter the The Sleepy Badger.
