On your way into the Ascaron Offices, as you're crossing Libi's Prat Falls, you should see an employee standing on one of the islands. That would be Andreas Liebeskind.
When you've gotten the quest at the office, it's your best bet to go back and talk to him before teleporting elsewhere.
