This is the quest giver for the Missing Patrol and Leader of the Pack quests in the chain quest Hunting Highwaymen.

There is another High Elf Soldier - Sloeford standing outside the Brigand_Camp_1_(Tyr_Lysia). This other High Elf Soldier - Sloeford is the one that gives the first quest in the chain Highwaymen.
