Talk to Brutus Plutocratio to learn of the escaped slaves.
Get Brutus Plutocratio ten slave shackles! Humans! Pah! The just don't understand that they're better off here. Ungrateful rabble! Some Human slaves have escaped from me. They're practically worthless because no one will touch merchandise like them, but I can't tolerate their escape or everyone would try to run. I, Brutus Plutocratio, have to set an example. Do you want to earn good money? Catch the fugitives and bring back their shackles as prrof of your success. I've already sent men of my own, but I could still use your help.

Return to Brutus and talk to him for your reward.

- Trivia: The quest giver's surname, Plutocratio, is most likely based on the work 'Plutocrat', i.e. a member of a plutocracy - a wealthy class that controls the government of the area
