You can meet this Inquisitor in The Sleepy Badger only if your character is not an Inquisitor himself. He appears to be one of the customers. But it doesn't look like he is just enjoying his free time. You may talk to him, though he isn't very friendly. He is waiting for someone, at least he says so. If you start the Inquisitor's single campaign, you'd find out, whom he was waiting for.
