This is the quest giver for the Missing Patrol and Leader of the Pack quests in the chain quest Hunting Highwaymen.
There is another high elf soldier standing outside the Brigand_Camp_1_(Tyr_Lysia). This other high elf soldier is the one that gives the first quest in the chain Highwaymen.
