Black Oaks is most likely the first town you will wander to once leaving the Tyr-Lysia via the Dragonmaw Pass. You will also visit this town while doing the Campaign Quest.

Closest portal is at Wargfels. Just a short walk east for there. Or Kufferath Castle portal and head south
