Talk to Njari twice to learn that he was threatened and handed over the data he was deciphering.

Head to the tavern at the docks to try and track down the thieves. Enter the tavern to complete the quest.

You can now talk to Inkeeper[sic] Arnold to begin the next quest, Investigations.
