The Golden Coast always was a home to the pirates of all kinds and the caves that can be found in the Copper Peaks just next to the coast are a very convenient place to hide. No wonder that the pirates always used these caves as their hideouts, and the elven army always tried to drive them out of there. So when you see an elven officer standing next to one of these caves, you know what to expect. But you still need to talk to him to know what exactly he wants from you.
So it's not about the pirates... at least not yet. OK, let's see where this 'missing scout' is. Let's hope that he didn't run away and you won't have to search all the local taverns and bars to find him. The officer send him to the caves, so the most logical way to start your search is to enter one of them. The cave where you start your search is on the opposite side of the path from Officer Rengelwyn.

The entrance looks quite nice. Maybe there once was a mine, maybe not, but it's clear that this cave was used by somebody.

There are a couple of small earth elementals as you enter and maybe some rats as you proceed (there seems to be no cave without rats in this world), but no other enemies in that part of the cave. But there really is a scout. You will find him cowering in a corner behind a small underground lake.

He've found a good place to hide - just behind the place where bright rays of light shine from the broken wall.

This scout is the one you were looking for. Let's ask him what he does here and why he haven't returned yet.
So this story is about the pirates. Maybe Menatrin managed to find out some information about them. Ask him about it, and you'd get the next part of the chain.

I found the scout! He was hiding in the cave from the pirates.
