In the prior quest, Counting, you counted milestones but came up one stone short. Talk to the Employee of the Land Survey Office again, and he will ask you to look for the missing stone.

The stone is in Whisperwood. Head east from your current location, and you will find the thieves and the missing stone.

The thieves are followers of Kuan. Not only do they not want to return the stone, they try to kill you to keep their location secret.

Simply defeat the bad guys and recover the stone. After that, return to the Employee of the Land Survey Office to collect your reward.
