You will find Bork on the Eastern Dragon Sea Island, uphill from the blacksmith, standing near a bridge. He explains to you that he is hiding from the Dragon Cultists. He has located a good hiding spot, but it is occupied by a powerful elemental (the Flame Lord). He asks you to kill the Flame Lord so he can use the hiding spot.
Kill the Flame Lord!
Heellooo! I am Bork and who are you? These stupid Dragon cultists tried to lock me up but Bork is clever and hides! Yes Bork found a great hiding place, but there's a dumb fire elemental. Can you destroy it? Then I can hide. Thankees!
Simply cross the bridge and continue on the mountain trail and you will run into the Flame Lord. He will likely come to meet you, so be ready.

All that is left to do, is kill the Flame Lord, and the quest is complete.

Was named "Lord of Searing Flames" in previous versions of Sacred 2... The Flame Lord is the only "Lord" that exists in the console versions.
