Talk to Brutus Plutocratio to learn of the slave escape.
Get Brutus Plutocratio ten slave shackles!
Humans! Pah! Simply don't understand that they're better off here. Ungrateful rabble! Some human slaves have escaped from me. Now they're practically worthless because no one will touch merchandise like this. But I can't tolerate their escape or everyone would try to run. I, Brutus Plutocratio, have to set an example.
You want to earn good money! Catch the fugitives and bring back their shackles as proof of your success.
Head Northwest along the road from the Broken Lance Tavern, continuing Northwest when the road turns West.
Kill the ten slaves in the area, picking up the slave shackles they drop, then return to Brutus and talk to him for your reward.
Very good, very good. That will teach them, or at least show the others that you can't just run away. That's just rude. Here's your gold.

Notes
- Note: This is the shadow chain quest counterpart to the light chain quest The Slave-driver.
- Note: You will automatically receive the quest Mutiny? once you have spoken to Brutus, and the five slaves nearby will become hostile.
- The slaves will tend to scatter if you wait too long to go after them. If that is the case, follow the white quest arrow on your minimap.
- Trivia: The quest giver's surname, Plutocratio, is most likely based on the work 'Plutocrat', i.e. a member of a plutocracy - a wealthy class that controls the government of the area.
