Talk to the Village Doctor, who tells you to inform the Town Guard about Keltar.

The town guard must be informed about everything that's happened here. Keltar must be punished for his crime. Go and tell the town guard what you have uncovered. They will know what to do.

Head Northeast from the doctor and talk to the Town Guard to begin the next quest.
