Ruka is located west of the Artamark region and most likely the first Orc town you'll venture into while progressing through the Shadow Campaign Quest. A combat arena is just a short walk southeast from the town center.
Ruka flies the banner of the Ore-Thag Clan. A player on the Light Campaign (and thus allied with the Grurag Clan) will find hostile Ore-Thag warriors in town, although merchants will still trade with the player.
