Quick Walkthrough

Detailed Walkthrough
Talk to Commander Lothar to receive the action request Senator Palentine must approve.
Head north out of the Army Camp and into the Senate building.
Talk to Senator Palentine and the quest will update. Talk to Senator Palentine again and he asks you to take care of the problem.
Head south from the Senate building and back into the Old Naval Port. At the first junction in the port follow the road southeast. This time turn left (east) at the T-junction and follow the track until you reach the Port Authorities area to the south of the main Docks.
There are a lot of champion Skeleton Warriors wandering around in this area, which have defenses again poison, magic and ice, so a fire weapon is recommended. The Lich uses ice attacks, so defense against ice is also recommended.
Head southwest across the paved area, killing Skeleton Warriors as necessary. The Lich and the 3 quest marked Skeleton Warriors you need to kill for the quest are wandering along a long pier. Kill them (as many times as necessary for them to stay dead – a potion of Undead Death can help with this), then report to Commander Lothar for your reward and the end of the quest chain.

- Bug? There is no dialogue the first time you ‘talk’ to Senator Palentine – you must talk to him a second time to receive the next stage of the quest.
- Bug: The quest difficulty level and reward amount are shown on talking to Senator Palentine for the second time, not on the first dialogue of the quest with Commander Lothar.
