Detailed Walkthrough
Talk to Brutus Plutocratio to learn of the escaped slaves.
Head Northwest along the road from the Broken Lance Tavern, continuing Northwest when the road turns West.
Talk to the slave with the exclamation mark (!) over his head, then pick up the slave shackles they drop.
Return to Brutus and talk to him for your reward.
