Talk to Necromancer Syliar, then kill Tybor.
Talk to Necromancer Syliar again, then head to Sloeford, where a message will tell you who to see next.
For shadow characters this is the local inquisition commander, who will give you the first quest of your campaign, Thwarted Attack Plans.
