Detailed Walkthrough
To start your 3-part chain quest you will have to talk to the High Elf Soldier, right outside of the gates to the Brigand Camp:
This soldier will inform you that the High Elf Brigands have been harassing the area. Shocked as you are by this discovery you decide to take immediate action. In other words, you will have to slay 5 of them.
now there is 2 ways of doing this:
way number 1: Run around the little town, and kill all the brigands. This will however lead to very depressing results. way number 2: You 'take a huge shortcut' and start heading straight for the town of Sloeford. By doing this, you will see that you meet more Brigands then you could possibly count, harassing you on the may, therefor making it completely unnecessary to search the area's around the Brigand camp town.
Which leads us to the next part. After killing of 5 Brigands (or while doing that, if you take # 2), you will have to run to another town. The best, and quickest way, is via the yellow markings on this map.
By the time you reach sloeford, your 5 Brigands should be in second stage of decay, and the High Elf soldier at Sloeford should have the exclamation mark (!) above his head. He can be found right at the bridge to enter the town of sloeford.
After talking to him you complete your first part of the Chain-quest, and get a king-sized reward in terms of both gold and experience.

Notes
- note: Instead of searching the area next to the brigand camp for Brigands, start heading up for Sloeford Straight away. Plenty of high elf brigands on the route to Sloeford, which saves you some time and effort.
