Quick Walkthrough

Talk to the Captain of Shires Pen.
He'll order you to kill a robber.
Go North to a cave and get in it.
Kill the outlaw and find their leader, Kohr.
When you've defeated him, he'll surrender
He propose to let him in life: he could cut his ear and give it you as proof.
If you accept, go to the Captain with the ear and get your reward, then return to Kohr and get another.
If you reject, kill Kohr and bring his ear to the Captain.
